Delete a bank account split

Delete split 1 or split 2 from a worker's direct deposit. Returns 204 with no body.

Remaining bank account splits are renumbered: if you delete split 1 while split 2 exists, the account that was split 2 becomes split 1. The default account can't be deleted.
